Jimmy learned some tough lessons early in his life. As a Hispanic he was reared in a predominately- segregated community in north Texas. Except for his parents, he always had the feeling that no one cared. The system certainly didn’t challenge Jimmy to be expressive nor think about setting goals. He experienced, instead, bitter rejection and prejudice from a society that labeled him “different.” Eventually he realized that though you cannot forget the past and the pain, but you can forgive, learn from it, and move on. Overcoming the damaged emotions and rejection, he learned how to turn all the negatives he experienced into POSITIVE learning experiences.

"The Compelling Display of Health & Safety Data to Achieve Desired Decision Making"
(A 2-Part Workshop)

The collection of data describing Environmental Health & Safety (EH&S) program activities and outcomes has become a necessity to justify the continued allocation of necessary resources. The creation and assembly of activity and outcome metrics is particularly important for those programs not wishing to be subjected to judgment solely on injury reports and regulatory non-compliance. Although the information embodied in activity and outcome metrics can be very powerful, EH&S programs often do not display the information in ways that are compelling and lead to desired decision making. This shortcoming is likely due to an absence of formal training in the science and art of displaying safety data compellingly.
This unique two part workshop will start with a discussion of the evolution of key EH&S program metrics. Part 1 will continue with a presentation of the basic tenants of effective data displays, drawing from the works of recognized experts in the field of information visualization. This information will be followed by a series of EH&S data display before and after “make overs” to demonstrate the effectiveness of the techniques described. For Part 2 of the workshop, participants are encouraged to bring examples of their EH&S data displays so that comments and suggestions can be provided regarding possible improvements. Ample time will be allocated for participant questions and discussion.
There will be a pre-workshop assignment given. A laptop and completed assignment will be required to earn CE credits. BRING YOUR LAPTOP AND POWER CORD. ELECTRICAL OUTLETS WILL BE PROVIDED.
Speaker Biography
Dr. Robert Emery is Assistant Vice President for Safety, Health, Environment & Risk Management for The University
of Texas Health Science Center at Houston and Associate Professor of Occupational Health at the University of
Texas School of Public Health. Bob has over 25 years of experience in the field of health & safety and holds masters
degrees in both health physics and environmental sciences, and a doctorate in occupational health. Bob is unique
in that he possesses national board certification and registration in all of the main areas of health & safety;
Bob is the author of many peer-reviewed articles on practical health and safety topics and makes frequent
presentations on such issues at both the local and national level.

"Ideas for Supporting the Department of
Homeland Security"

Over the last few years the role of the safety officer has expanded to include security as part of their daily responsibility. ASSE Region III is focusing on this responsibility by adding more tracks to address the topic of security at this year’s PDC conference.
The program “Ideas for Supporting the Department of Homeland Security” will focus on industry’s role in security from the safety officer, plant manager to the corporate executive, how our actions not only effect our work environment, but the overall security of our community and country. We are pleased to have as our guest speaker, Brigadier General (Ret.) Jose Riojas.
His 30 year career encompasses numerous and significant assignments throughout the world
to include, Korea, Germany and Southwest Asia (Operations Desert Shield and Desert Storm).
His unique assignments include political and military affairs officer with the U.S. Department of
State, Arms Control and Disarmament Agency, Washington D.C.; senior assistant professor of
military science at Bowling Green State University, Bowling Green, OH; and project manager
of the Extending the Littoral Battlespace, Advanced Concepts Technology Demonstration. While serving in the Pentagon he was the Chief of Army Requirements and was the Army’s representative on the
Joint Requirements Oversight Panel. During his last two years in the Pentagon, he served as Executive Officer to
the Chief of Staff of the Army. He then served as the Assistant Division Commander for the 3rd Infantry Division
(Mechanized), Fort Stewart, GA.
From 2004–2006 he commanded Joint Task Force North (JTF-N), headquartered at Fort Bliss, TX. JTF-N mission was to provide Department of Defense resources throughout the continental U.S. in support of law enforcement agencies at the federal, state and local levels to more effectively interdict Transnational Threats: terrorists, weapons of mass destruction, aliens from special interest countries and narco-terrorists, before they could affect the security of our homeland.
Currently he is Vice President for Strategic Initiatives at the University of Texas El Paso (UTEP). His responsibilities at UTEP include strategic initiatives in support of Homeland Security/Border Security, Homeland Defense and economic development. In February 2008, the DHS designated UTEP as a Center of Excellence for Border Security and Immigration. Riojas serves as the Director of that Center. He also serves as the Exec. Dir. for the Center for Defense Systems Research, a newly established DOD research center focused on dual-use technology headquartered at UTEP.

FMC Technologies Technical Tour
Monday, August 4, 2008 - 11:30am-4:30pm
FMC Technologies manufactures energy production and processing systems, provides solutions for customers engaged in petroleum exploration with depths exceeding 8,000 feet. Those solutions include the design, manufacture and on site API testing of technology and equipment up to 30,000psi. Participants of the Region III PDC will have the opportunity to tour the FMC facility and observe the manufacturing of subsea equipment and API high pressure testing.
For this technical tour, all participants MUST sign up prior to Friday, July 25th. No cameras will be allowed into the facility, including those in cell phones. No cell phones of any kind will be allowed in the facility. FMC
Technologies will provide transportation and lunch. Closed toe shoes (no open toed shoes or sandals), and safety glasses are required. Visitor hardhat and safety glasses will be provided.
Bring the family to Houston... there are plenty of things to see and do!
NASA Technical Tour
Tuesday, August 5, 2008 - 12:00-5:00pm
No trip to Houston would be complete without visiting the Johnson Space Center! Attendees of this technical tour will get to visit the Space Vehicle Mock-Up Facility, the Neutral Buoyancy Lab and Mission Control Center.
At the Space Vehicle Mock-Up Facility, astronauts are trained in fullscale and mockup trainers on activities such as extra-vehicular activity, emergency egress, food preparation, waste management and on-orbit operations.
The Neutral Buoyancy Lab (NBL) facility houses the world’s largest man made pool used to simulate weightlessness for training and development of Extravehicular Activities (EVAs). The facility high bay is used as a staging area for mock-ups and equipment and includes a hypo baric chamber for altitude training and a hyper baric chamber for decompression treatment.
The last stop on this tour will be Building 30 which houses both the Apollo
Era Mission Control Center and the current Mission Control Center.
The Apollo Era Mission Control Center is a historic landmark steeped
in the rich history of the early American space program. The current
Mission Control Center is a world-class control center able to support
multiple space flight programs while reducing long-term operations and
maintenance costs. It consists of three flight control rooms (FCR), several
multi-purpose Support Rooms (MPSR), and numerous other support and
monitoring rooms including a new Mission Evaluation Room (MER).
Attendees of this tour will need to be registered no later than
Friday, July 18th. All US citizens will need to provide their full name
and drivers license number. Any non-US citizen wishing to attend will
need to complete an additional form which will be emailed at the time
the registration is received. Due to the expected popularity of this tour
only registered full-conference attendees will have the opportunity to
register for this tour.
